The system of electronic passes allows you to go outside to solve a certain range of tasks without violating self-isolation. The digital signature will be valid upon presentation along with the passport. To visit work, you will need an additional certificate from the place of work.
Due to the coronavirus, electronic pass systems are being introduced in certain regions of the country. They are needed to enable people to move around the city without violating the introduced self-isolation regime. According to the new rules, leaving the apartment is allowed only in emergency situations. These include going to a pharmacy or store, getting medical care, walking pets, taking out the trash, or going to work.
How does an electronic pass work?
Depending on the system used, you will need to register on a specific site or send a short message. After that, a QR code comes to the phone. It cannot be removed until the person returns home. It should be presented to the police officers who ply the streets of Russian cities. It is planned that special passes will also appear. They will be created mainly:
- for medical professionals,
- life support staff,
- pharmacists;
- law enforcement officers.
Stages of obtaining electronic passes for self-isolation
In the Primorsky Territory, you can issue an electronic pass through the "Gosuslugi" portal. It is easy to pass authorization using your academic record, which almost everyone has. Please note that foreigners will not be able to use the service. You will need to find your employer on the site. Lists of those who can and want to work are compiled in advance.
The step-by-step procedure looks like this:
- Go to the website "Gosuslugi".
- Log in through the ESIA.
- On the main page, select the service “Getting a pass to the place of work”.
- Click Get a Service.
The program will automatically fill in all the fields with personal data. If the address of actual residence differs from the registration address, you will need to indicate it.
On the street, in addition to a digital signature, you must present a passport and a certificate from the place of work. All data are verified. If a police officer finds a discrepancy, additional questions may arise.
Residents of Moscow can get an electronic pass through their personal account on the mos.ru portal. On it you need:
- enter information about the place of residence;
- attach a photo;
- select the type of application;
- get an authorization code.
If you plan to use a personal vehicle to move around the city, then its number is indicated in the application. Before issuing an electronic pass, the information is checked by the Information Technology Department, if necessary, the control on the UMIAS base is additionally used.
The system of electronic passes has already been tested in other countries. For example, if in Italy a person went out into the street without such a digital signature, he will be fined 150 euros. In other countries, severe fines have also been introduced.
