Step 1
Contact the person's neighbors in person or send them a written request for help. Do not forget to indicate the reason for your appeal, since if this person has been living in this house for a long time and is in good standing with those who live next to him, even talkative grandmothers will not tell you his surname, his name and patronymic. However, you can go for a trick and ask first where the person living at that address works. It is much easier to get an answer to this question, and, in addition, you will have an additional opportunity to contact this person's place of work and ask his colleagues what you need.
Step 2
Find out who owns the house in which this person lives, and contact the housing department or HOA for help. You will not be denied a request, too, only if you give a sufficiently good reason for your request.
Step 3
You can also apply directly to the local administration with a written request, since information about this person living in the relevant area or city must be contained in many documents of the self-government bodies. Indicate in the request your name, address, passport number and the reason for applying.
Step 4
Contact the UFRS or EIRTS if the apartment or house where this person lives is privately owned. Make a written request for the release of information from the register of homeowners to you at the address you know and pay the state fee for the services of the registration service employees.
