A law is a set of rules or norms of behavior that regulates relations between people, organizations, and the state (states). You don't need a law degree to come up with your own law.

Step 1
First, decide in what area you will come up with a law. Take the area that is closer to you and in which you are well versed. The process of creating a bill is a very important task.
Step 2
In the chosen area, be more clear about the topic and name of the law. If it is in the field of education, the name of the law may be: "Curriculum for additional studies at school." If you come up with a law at someone's request, for example, a representative of a public organization or a group of people with a business in a certain area, please note that all their wishes must be spelled out in the bill.
Step 3
Check in the legislative framework of the country if there is a law, the essence of which you will duplicate. To do this, review the Constitution and relevant codes. They can be found either in a regular library in printed form or electronically on the official websites of government organizations.
Step 4
Decide whether you want to change or supplement something in the existing laws, or come up with a completely new law that has not been previously mentioned anywhere.
Step 5
If the law is new, please note that it must be subject to the country's Constitution. Also, the law should not contradict existing and adopted legislative acts.
Step 6
Start writing the text of the law itself. Collect the required data, i.e. all the acts you need. Analyze them. Based on the analysis, form the structure of the bill. Develop an explanatory note to it, justify the financial and economic side of your law, possible additional revenues to the country's budget. Make a list of acts that will lose their force in connection with the adoption of your law.

Contact the authorities to review your bill.
