What's good for General Motors is good for America. Domestic entrepreneurs love to quote this message when it comes to subsidies or subventions to private business from the state budget. The heads of large enterprises, of course not all of them, have managed to adapt to the new economic conditions that emerged in the 90s of the last century. Among them is Ilya Iosifovich Klebanov, who effectively acted in the public service.
From engineer to director
Over the past thirty years, the city of labor glory, Leningrad has turned into a substandard settlement. Yes and no it is already on the map of the country. Petersburg, due to its budgetary possibilities, maintains the traditions that have developed earlier. The world-famous LOMO company continues to produce products that are in demand on the world market. The General Director of the enterprise, Ilya Iosifovich Klebanov, made a lot of efforts to preserve production. According to the biography of this person, one can study the process of the formation of a market economy in the vastness of his native country.
The city on the Neva is still considered the unofficial capital of the Russian provinces. Here people received quality education and work skills. The military sought to register in St. Petersburg after retirement. Ilya Klebanov was born on May 7, 1951 in the family of an air force officer. The mother worked as an insurance agent. At school, the boy studied well and did not cause additional trouble for his parents. After completing his matriculation certificate, he entered the local polytechnic institute to pursue higher education. In 1974 he defended his diploma and worked on distribution for three years at NPO Electron.
Having gained production experience, in 1977, he moved to an optical-mechanical plant with a promotion. Later this enterprise became known in the country as the LOMO company. If we evaluate the advancement of Klebanov through the career ladder, then his career was developing quite successfully. By the beginning of the 90s, when the inevitability of perestroika became clear to all adequate people, Ilya Iosifovich held the position of deputy chief engineer. The change in the economic mechanism, the rejection of long-term planning and the transition to market relations took many leaders by surprise.
It was necessary to make titanic efforts to preserve production, specialists and provide a market for unique products. Due to the circumstances, a lot was lost, but the main technological lines and the famous brand were saved. In 1992, Klebanov became the general director of the association. Thanks to the preserved connections and impeccable reputation, he manages to attract serious investments to the company. Large-scale infusions made it possible to carry out reconstruction, purchase new equipment and enter the international market with demanded products.
From director to minister
By that time, the surviving enterprises of St. Petersburg were in a very difficult situation. The lack of working capital and sales markets threatened a complete halt. The organizational experience of Ilya Klebanov turned out to be in demand on an urban scale as well. After short negotiations, he went to work at the mayor's office. It should be noted that in the mid-90s there was an acute shortage of competent managers in the economy. Every successful manager came to the attention of the personnel department of the president of the country. Thanks to the current selection system, in 1999, Klebanov, as they say, was taken to Moscow to the post of deputy prime minister for the development of the military-industrial complex.
The direction of the economy, for which the St. Petersburg nominee was responsible, was responsible and difficult. Klebanov was faced with the task of preserving the core of the industrial potential sufficient to ensure the country's defense. At the same time, it was necessary to get rid of secondary and non-core enterprises. The Deputy Prime Minister found himself in a position called "between a rock and a hard place." The system for ensuring the secrecy of documents and technologies also added difficulties. Some officials did not hesitate to trade in state secrets.
His actions are sharply criticized by managers, who were forced to close their factories and plants under their control. However, Klebanov's significant contribution to the preservation of the Russian military-industrial complex is undeniable. He had to endure many difficult days during the period when the tragic events took place with the Kursk submarine. Ilya Iosifovich had to share with the president of the country all the outbursts of negativity and despair that fell on the heads of the country's leadership. At the same time, it was necessary to solve the current tasks of reforming the subordinate industries. In the fall of 2005, a fire broke out at the Ostankino TV tower. Klebanov was instructed to eliminate the consequences.
Return to native land
Ilya Klebanov, as a true Leningrader, has always remained faithful to his hometown. The long period of time that had to be spent at work in the Mother See naturally ended. The President entrusted Klebanov with the difficult duties of his representative in the Northwestern Federal District. The headquarters of the representative is located in St. Petersburg. In a new place, although here everything has long been familiar to the smallest detail, Klebanov meticulously fulfills his duties, not allowing liberties or dubious creativity.
At first glance, it may seem that the position of a presidential representative in a certain territory does not impose serious responsibilities on an official. This is a misleading impression. Both the president and the prime minister can call at any time and demand explanations on any topic. Knowing the specifics of public service, Klebanov always kept his finger on the pulse of events. In 2011, upon reaching retirement age, Ilya Iosifovich left his post and moved to the category of private individuals.
It's time to say that the personal life of Ilya Klebanov, unlike the country's economy, is stable and not treason from the very beginning. At one time, the husband and wife met at the workplace - both worked in the LOMO company. Over the past period, they had two children, a son and a daughter, were born, grew up and left their home.
