Vyacheslav Vyacheslavovich Maltsev was born on June 7, 1964 in an ordinary Soviet family. Parents lived in the famous city of Saratov. The child grew up and was brought up in a friendly environment. From an early age he was taught to be neat and to work around the house. The boy did well at school. I took part in public life with desire. I did sports. He got along with his classmates and did not give himself offense on the street. The future oppositionist watched how his peers live, what goals they set for themselves and what they dream about.
In 1981, Maltsev received a matriculation certificate and entered the evening department of the local law institute. An active, athletic and sociable guy was invited to work in the district committee of the Komsomol. When the term came, the Komsomol worker was drafted into the army. Vyacheslav served as he should and returned to his hometown. He recovered at the institute and received a law degree in 1987. Opposition activities
By all external attributes, a career in the police was fine with Maltsev. However, with the growth of protest activity, people increasingly began to go to rallies.
