Residents call or come to the Management Company to discuss the issues that have arisen, and representatives of utilities are trying to evade responsibility and shift the solution of most of the problems onto the homeowners. You can break the endless circle by taking decisive action, going to court to protect your own interests. And the first step on this path will be to file a claim against the management company.

Step 1
Start writing a claim letter by indicating the initial details, located according to the rules for processing business papers in the upper right corner of the sheet. Here you should write the position, surname, name and patronymic of the head of the housing service in the "to whom" format. Next, enter the name and address of the management company. Here you also provide your last name, first name and patronymic, home address and contact phone number in the "from whom" format.
Step 2
In the introductory part, under the details of the addressee and the sender, inform about your appeal to the authority to which a copy of this document will be sent. This may be a regional branch of the Society for the Protection of Consumer Rights or another organization that controls the activities of this office of housing and communal services.
Step 3
In the substantive part of the letter, describe the essence of the problem, inform the circumstances under which it arose, indicate the culprit of the incident. Be sure to substantiate your claims by referring to specific articles of the Laws of the Russian Federation on the topic and other regulatory legal acts. Remind about the responsibilities of the Management Company for the timely elimination of emergencies.
Step 4
In the final part of the claim letter, list your requirements (eliminate the consequences of the accident, recalculate payments, compensate for damage, etc.) and inform the deadline for their implementation. Inform about your intentions to continue the proceedings in court, but with an expanded list of claims (payment for legal services, compensation for moral damage, etc.).
Sign the letter, decipher the signature in parentheses, and include the date it was compiled.
