The indifference of officials, delays in the provision of housing or even cases of corruption. These are just a few of the topics with which Russian citizens decide to write a letter to the president. It would seem that it is not a tricky business - to present the problem, properly formalize it and go. However, not all so simple.
In the first lines of my letter
Before exercising your right to personally appeal to the guarantor of the Constitution, it is worthwhile to imagine for a moment how many similar messages the president's office receives every day. And each of those who applied, of course, hopes to receive not just an answer about redirecting to some lower authority, but a specific result.
Immediately it is worth making a reservation that the result will be in the event that all the lower-level direct instances are passed. A situational example - in the courtyard of the planning area the asphalt has subsided, so much so that cars get stuck, mothers with strollers cannot safely pass, and pedestrians now and then stumble over a hole in the road. It is senseless and fruitless to write a letter to the president about this right away.
First, you need to contact a special subdivision of the municipality, on whose balance sheet is the adjacent territory of a particular house. If the application is ignored - an appeal to the city deputy elected in this district. In the event that there was no result, the next addressees are regional authorities, the Ministry of Urban Affairs and the governor. And only if the whole series of correspondence and personal receptions in these instances did not lead to a result, it is permissible and justified to ask the President of Russia a question - why is there a hole in the asphalt in the courtyard.
But what will happen if you ask the President of Russia a question on which the series of addressees has not yet been passed? It is most likely that such an appeal will transfer from the presidential administration to the supervising department and to a specific responsible person. But time, in this case, will take much more.
In addition, it is futile to write complaints to the president about court decisions, since the executive and judicial branches of government are independent and they cannot influence each other.
What to write a letter to the president about?
In practice, an appeal to the President of Russia is not radically different from an ordinary business letter. The letter must be typed in typewritten text. For private requests, the addressee is indicated in the "To" field in the header of the letter and the recipient in the "From" field. Letters from legal entities are drawn up on an official letterhead indicating the number and date of the outgoing appeal.
When preparing the text of the appeal, you must follow the elementary rules of business etiquette, use mostly simple and unambiguous wording. When using specific terminology, it is better to provide the document with explanations in the headers and footers or at least in brackets.
Stylistics should be mostly restrained without excessive emotional coloring. The applicant's task is to convey the problem to the addressee, and not to demonstrate a kaleidoscope of feelings about the current situation.
The letter should end with a resolution block - a specific request or proposal. Without this, the document may not reach consideration and remain ignored.

Alternative ways
The trend towards information openness has opened up a lot of additional channels of communication with the authorities. The President of Russia is no exception. So, along with the postal appeal, you can send a letter to the first person of the state:

Emails to the president should be capacious - no more than 2 thousand characters. The lack of volume of the appeal itself is compensated by the ability to attach electronic files in the application.
